Proposed New Affiliation Fee Information

Bowls WA are set to propose a new affiliation fee structure amid concerns that the current model is unfair.

Current fees were set based on total capitation paid by clubs following the 2015/16 season with annual percentage increases but since that time many clubs have lost players either through transfer or passed away with the model continuing to charge clubs despite those losses.

It was hoped that locking the fee would reward clubs that increased their membership base but it has become apparent that the structure could be improved, even though a number of proactive clubs have benefited from increasing numbers in this time.

The club affiliation model replaced individual capitation three seasons ago.

The proposed model will see clubs charged per nominated pennant position supplementing a base fee which will be set according to the size of the club as determined by its pennant nominations..

For example if a club has 100 pennant positions in the upcoming season, they will be charged the same fee regardless of how many different players are used throughout those positions.
In effect all pennant positions will be assigned a user pays value similar to a large scale green fees system.

Bowls WA hope that the new model will more accurately reflect the ACTIVE members of each club and will prevent clubs being charged for players still in their membership database but are no longer in effect ACTIVE.

The proposal will be put to metropolitan clubs at a special general meeting on December 8, with country clubs welcome to attend or vote on the change via the Ballot system.
